Amends the Affordable Housing and Sustainable Communities Program, which receives 20% of annual Greenhouse Gas Reduction Fund proceeds, to add local workforce development as a program objective.

Requires projects funded under the program to be encouraged to employ local entrepreneurs and workers utilizing appropriate workforce training programs.

Maintains existing program goals including reducing greenhouse gas emissions, supporting infill and compact development, improving air quality, and preserving affordable housing for lower-income households.

Adds economic growth and individual economic security to the program's stated policy objectives alongside existing environmental and social goals.
