Authorizes peace officers and specified public employees to remove autonomous vehicles operating without a valid permit required under Section 38750 and California Code of Regulations Articles 3.7 and 3.8.

Allows removal of autonomous vehicles operating after their permit has been suspended, terminated, or revoked.

Prohibits peace officers from stopping autonomous vehicles solely to determine permit compliance.

Requires vehicle release to the owner or person in control upon furnishing proof of current registration, valid driver's license, and either a valid autonomous vehicle permit or a sworn declaration to the Department of Motor Vehicles that the vehicle will not operate using autonomous technology on public roads.

Applies only to occupied autonomous vehicles, which may be removed only by a peace officer as defined in Penal Code Chapter 4.5.
