Appropriates $3,000,000 from the General Fund to the Office of Emergency Services for disaster preparedness, resiliency, and response programs in underserved neighborhoods and communities vulnerable to earthquakes, fires, or other disasters

Requires the Office of Emergency Services to distribute funds on or before June 31, 2018, to qualified charitable organizations operating regional disaster preparedness programs

Eligible organizations must provide multilingual disaster education, train volunteer workforces in cultural competency, and distribute preparedness supplies to underserved communities

Defines "underserved neighborhoods and communities" as those with vulnerabilities due to socioeconomic status, housing composition, disability, minority status, language barriers, transportation, food insecurity, or geological factors

Requires funded programs to build community self-sufficiency and resilience while engaging community partners and elected officials in disaster response and recovery efforts
