Expands annual housing element reporting requirements to include number of housing development applications received, units approved/disapproved, and sites rezoned to accommodate regional housing needs by income level.

Requires analysis of governmental constraints to include locally adopted ordinances affecting housing costs and supply, and requires analysis of nongovernmental constraints to include developer requests for below-anticipated densities and time delays between approvals and building permits.

Mandates housing element programs address and remove both governmental and nongovernmental constraints to housing development, not just governmental constraints.

Applies annual reporting requirements to charter cities, previously excluded from these requirements.

Requires Department of Housing and Community Development to complete a study by June 30, 2019 evaluating reasonableness of local development fees and recommending potential amendments to the Mitigation Fee Act to reduce residential development fees.
