AB 880 Summary

• Establishes the office of the Governor's Tribal Advisor within the Governor's office, headed by an enrolled member of a federally recognized California tribe appointed by the Governor.

• Creates the Tribal Nation Grant Panel (9 members: 7 voting, 2 alternate) and Tribal Nation Grant Fund Program to award competitive grants from the Tribal Nation Grant Fund to eligible nongaming and limited-gaming tribes for self-governance, community development, and economic development purposes.

• Prohibits grants from funding per capita distributions to tribal members or gaming-related investments; eligible uses include housing, vocational training, tribal schools, language preservation, public health, renewable energy, and other specified purposes.

• Exempts panel activities from the Administrative Procedure Act and authorizes closed sessions to discuss confidential information about eligible tribes' internal affairs, finances, and business plans under the Bagley-Keene Open Meeting Act.

• Requires the California Gambling Control Commission to post annual reports on grant distributions (by July 15, 2020 and annually thereafter) and the Tribal Advisor to provide annual status reports to the Senate and Assembly Committees on Governmental Organization.
