Extends the authorization for major league sports raffles conducted by eligible nonprofit organizations until January 1, 2024 (previously set to expire December 31, 2018), allowing raffles where 50% of gross receipts go to charitable purposes and 50% to winners.

Doubles registration and per-raffle fees charged by the Department of Justice: increases annual registration fee from $5,000 to $10,000 for eligible organizations, per-raffle fee from $100 to $200, manufacturer/distributor annual fee from $5,000 to $10,000, and person conducting manual draw fee from $10 to $20.

Extends the repayment deadline for a General Fund loan to the Major League Sporting Event Raffle Fund from December 31, 2018 to December 31, 2023.

Modifies reporting requirements to require eligible organizations to file annual seasonal/yearly reports with the Department of Justice and post information on their websites rather than the Attorney General's charitable registry, with penalties for late or incomplete submissions.

Authorizes the Department of Justice to seek reimbursement from registrants for all actual, reasonable, and direct costs of audits conducted to ensure compliance.
