Ratifies the tribal-state gaming compact between California and the Morongo Band of Mission Indians, executed on September 6, 2017, in accordance with the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act requirements the execution of the compact, amendments to the compact, and intergovernmental agreements between the tribe and local or state governments negotiated under the compact's authority.

Exempts from CEQA review the on-reservation impacts of compliance with the terms of the ratified compact.

Clarifies that exemptions apply only to the specified actions and do not exempt cities, counties, or the Department of Transportation from other CEQA requirements.

Establishes the act as an urgency statute effective immediately upon Governor approval on October 3, 2017.
