Requires the Contra Costa County auditor to allocate ad valorem property tax revenues to the East Contra Costa Fire Protection District starting in fiscal year 2018–19 and thereafter, revenues that would otherwise go to the county's Educational Revenue Augmentation Fund from the East Bay Regional Park District.

Caps the annual allocation to the East Contra Costa Fire Protection District at $10,500,000 per fiscal year.

Declares that a special statute is necessary for Contra Costa County due to unique fiscal pressures faced by the East Contra Costa Fire Protection District in providing fire protection services.

Requires the 2/3 vote approval of both houses of the Legislature because it changes the pro rata shares of ad valorem property tax revenues allocated among local agencies in the county.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
