Secretary of Labor and Workforce Development, in conjunction with California Workforce Development Board, Office of Chancellor of California Community Colleges, and State Department of Education, shall develop a strategic plan connecting education and workforce development delivery.

Strategic plan must address alignment of workforce needs with postsecondary education programs, evaluation measures for workforce needs, skills gap closure, workers' skills improvement strategies, and improved data collection methods.

Secretary shall solicit input from K-12 and postsecondary institutions, local workforce development boards, regional occupational centers and programs, adult schools, and other governmental entities during plan development.

Funding shall come from federal Workforce Investment Act, Carl D. Perkins Career and Technical Education Improvement Act, Wagner-Peyser Act, other available federal workforce development funds, or philanthropic sources.

Secretary may only commence the strategic plan after Director of Finance determines sufficient federal funds or private donations are available to fully support plan development activities.
