Effective July 1, 2018, clarifies that an adult in a two-adult assistance unit where one adult is disabled must participate in welfare-to-work activities for the same hours per week as an adult in a one-adult assistance unit.

Sets welfare-to-work participation requirements at an average of at least 30 hours per week for assistance units without a child under six years of age, and at least 20 hours per week for units that include a child under six years of age.

Requires pregnant women receiving CalWORKs to participate in welfare-to-work activities for an average of at least 20 hours per week during the first 24 months of eligibility and at least 30 hours per week thereafter, if the assistance unit consists only of that pregnant woman.

Requires unemployed parents to participate for an average of at least 35 hours per week, with both parents in a two-parent unit able to contribute toward meeting this requirement.

Directs the State Department of Social Services to issue all-county letters or similar instructions and adopt implementing regulations no later than July 1, 2020, with no state General Fund appropriation made for implementing the bill.
