Authorizes the City and County of San Francisco to apply its affordable housing minimum percentage ordinance to total housing units in developments, including additional units granted through density bonus provisions

Requires the Department of Housing and Community Development to make an affirmative declaration by June 30, 2018 that the affordable housing percentage requirement is broadly feasible for density bonus projects before San Francisco can apply the ordinance

Feasibility assessment must confirm the minimum percentage will not reduce total housing production or affordable housing production resulting from the density bonus

Department declarations expire June 30 annually and must be reauthorized yearly; San Francisco receives a one-time one-year grace period if the department fails to issue a declaration by the deadline

Does not apply to applicants whose density bonus applications were submitted to or processed by San Francisco before January 1, 2018
