Board of Governors of the California Community Colleges and Trustees of the California State University shall adopt a student suicide prevention policy by January 1, 2019; Regents of the University of California are encouraged to do so.

Policy must address procedures for suicide prevention, intervention, and postvention, developed in consultation with stakeholders, mental health professionals, and suicide prevention experts.

Policy must specifically address needs of high-risk student groups including those bereaved by suicide, students with disabilities or mental illness, LGBTQ+ students, homeless students, bullied students, and those with high Adverse Childhood Experiences scores.

Policy shall address employee training on suicide awareness and prevention, including how to identify and refer students to mental health services and suicide prevention programs on and off campus.

If Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures for local agencies and school districts.
