Establishes the Cannabis Regulatory Enforcement Act for Tribal Entities (CREATE Act) allowing the Governor to enter into government-to-government agreements with federally recognized Indian tribes to regulate commercial cannabis activity on tribal lands, subject to ratification by the Legislature.

Requires tribes entering into agreements to establish a tribal cannabis regulatory commission or agency through their own governmental processes to oversee licensing, regulation, and discipline of tribal cannabis licensees.

Mandates tribal cannabis regulatory programs meet or exceed state standards for cultivation, manufacturing, testing, packaging, labeling, retail operations, environmental protection, worker protections, and record-keeping.

Requires tribes to impose tribal taxes equal to at least 100 percent of state cannabis excise and cultivation taxes, with revenues used exclusively for essential government services; exempts tribal sales from local jurisdiction cannabis taxes.

Allows commercial cannabis transactions between tribally licensed entities and state-licensed entities; requires cannabis cultivated or manufactured on tribal lands to be tested before distribution outside tribal jurisdiction and prohibits unlicensed commercial cannabis activity.
