Creates a new "farmland security and conservation zone" designation allowing landowners to petition county boards to rescind existing Williamson Act contracts and replace them with longer-term contracts of 30, 40, or 50 years with automatic annual renewal.

Requires land in farmland security and conservation zones to be valued at 62% (30-year), 61% (40-year), or 60% (50-year) of standard agricultural land value for property tax purposes, compared to the standard 65% valuation under existing law.

Restricts city annexation of farmland security and conservation zone land except where voters have approved urban growth limits, public improvements are necessary, or the landowner consents.

Prohibits school districts from overriding county zoning on farmland security and conservation zone land or acquiring such land.

Limits application to land designated as prime farmland, farmland of statewide significance, unique farmland, or farmland of local importance on state Important Farmland Series maps.
