Prohibits persons in vessels or bathers from possessing any container with an alcoholic beverage on a specified portion of the Mokelumne River (from eastern limits of Mokelumne River Day Use Area below Camanche Dam to western limits of Stillman Magee County Park) during summer periods when San Joaquin County Board of Supervisors has prohibited alcohol consumption on adjacent land.

Defines "container" as a bottle, can, or other receptacle and applies the prohibition to both opened and closed containers.

Makes violations punishable as an infraction under Government Code Section 25132(b).

Requires San Joaquin County to post notice along the Mokelumne River informing the public that violations are punishable as infractions.

Declares the statute necessary due to unique problems of prevalent alcohol consumption during summer holiday periods on this river portion and addresses state mandate reimbursement requirements.
