Authorizes the Director of Resources Recycling and Recovery to adopt the European Committee for Standardization's standard specification EN 17033:2018 for biodegradable mulch films used in agriculture and horticulture.

Permits sale of commercial agricultural mulch film labeled as "soil biodegradable" only if the director has adopted the specified standard and the film meets that standard.

Defines "commercial agricultural mulch film" as film plastic used as a technical tool in commercial farming applications.

Adds an exception to existing prohibitions on labeling plastic products as "biodegradable," "degradable," or "decomposable" to allow qualified claims for soil biodegradable agricultural mulch film meeting the adopted standard.
