California State University (CSU) shall participate, and University of California (UC) is requested to participate, in regional conversations under the federal Workforce Innovation and Opportunity Act.

CSU and UC must submit a summary of first-year activities to the Legislature by May 1, 2019, covering regional workforce partnerships, degree programs in high-demand occupations, and barriers to addressing workforce demands.

Chief executive officers (or designees) of higher education institutions, including California Community College system, CSU system, UC system, and individual campuses, are specifically authorized to serve on the California Workforce Development Board.

Board membership now explicitly includes representatives from organizations serving individuals with barriers to employment, including those serving transgender and gender nonconforming individuals (if SB 396 also enacts).
