Requires the State Department of Developmental Services to establish and maintain a webpage listing services purchased or provided by regional centers to consumers, with descriptions of each service.

Regional centers must include a link on their websites to the department's services list webpage.

Extends the right to make choices in one's own care to consumers' "authorized representatives," in addition to parents, legal guardians, and conservators.

Requires regional centers to provide information to consumers and their representatives in a culturally and linguistically appropriate manner, including alternative communication services as required by law.

Establishes a transparency portal on the department's website allowing consumers, families, and advocates to access regional center and provider information, including audits, performance contracts, and links to individual regional center websites.
