Amends Section 19615 of the Business and Professions Code to change the deadline for license fee payments or refunds from 7 days to 7 business days after the close of a race meeting.

Adds references to "horsewomen's" organizations alongside "horsemen's" organizations in provisions regarding purse programs and deficiency/excess distributions.

Requires racing associations to pay any unpaid license fees or receive refunds of excess fees within 7 business days after a race meeting closes.

Applies to all racing associations operating under the Horse Racing Law, including thoroughbred and harness racing meetings.
