Requires the executive officer to call a meeting of the special district selection committee upon adoption of a resolution of intention relating to independent special district representation on local agency formation commissions.

Requires the executive officer to call a meeting upon receipt of a written request from committee members notifying of the need to appoint a member representing independent special districts to an oversight board of a successor agency to a dissolved redevelopment or community development agency.

Changes the threshold for triggering representation proceedings from a majority of independent special districts to either a written request by districts having 10% or more of assessed taxable property value within the county or adoption of a commission resolution.

Requires that for a vote on special district representation to be valid, at least a quorum of special districts must submit valid ballots, and the selection committee must accept or deny representation by majority vote of those voting on the issue.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover the mandated program costs.
