Create a new 12-month sport fishing license (in addition to existing calendar-year licenses) available to residents and nonresidents at 130% of the calendar-year license fee, effective January 1, 2020 through January 1, 2023.

Reduce hunting license fees by 25% for honorably discharged veterans who are California residents.

Reduce sport fishing license fees by 25% for honorably discharged veterans who are California residents.

Reduce sport fishing report card, validation, and entitlement fees by 25% for honorably discharged veterans who are California residents, and by 50% for veterans with 50% or greater service-connected disabilities.

Require the Department of Fish and Wildlife to submit a written report to the Legislature by December 1, 2021 on implementation of the 12-month license provisions, including data on collection and enforcement costs.
