Authorizes the Governor to certify a specified sports and entertainment project in the City of Inglewood for streamlined environmental review if the project meets requirements including $100 million minimum investment, prevailing wage requirements, and zero net greenhouse gas emissions.

Requires the project to include an 18,000-20,000 seat NBA arena, practice facilities, office space, retail, and a hotel with LEED gold certification and a transportation demand management program achieving 15% vehicle trip reduction by January 1, 2030.

Applies California Rules of Court procedures requiring judicial challenges to the project to be resolved within 270 days of filing the certified record of proceedings with the court.

Mandates the lead agency prepare the record of proceedings concurrently with environmental review, with all documents posted online within 5 business days of release, and requires the applicant to pay costs of record preparation and any additional court costs.

Repeals the streamlined review provisions on January 1, 2025, if the lead agency fails to certify an environmental impact report for the project by that date.
