Establishes the CalWORKs Baby Wellness and Family Support Home Visiting Program as a voluntary program to provide evidence-based home visiting services to families with pregnant recipients or children age 24 months or younger.

Requires the State Department of Social Services to allocate funds to counties to implement or contract with home visiting programs, which may be coordinated with child education, health services, lead testing, housing assistance, and diaper bank services.

Mandates that parents or assisted caretakers receive written notice of their right to opt in to the program with a statement that participation is not a condition of CalWORKs eligibility, and allows them to decline or terminate services without penalty.

Requires counties to identify eligible assistance units and invite them to participate, with home visits conducted only by nurses, nurse practitioners, social workers, or trained certified personnel, and prohibits mandatory, random, or unannounced visits.

Directs the department to collect data on program outcomes by race, ethnicity, language, and county, compile and distribute findings to legislative committees by January 30 annually, and adopt implementing regulations by October 1, 2019.
