Allows licensed winegrowers and small beer manufacturers with immediately adjacent production premises to share a common licensed area for alcoholic beverage consumption with department approval.

Requires the shared area to be accessible from both premises without using public streets, alleys, or sidewalks, and prohibits it from being a branch office.

Restricts alcoholic beverages in the shared area to only those purchased from the winegrower or beer manufacturer operating that premises.

Makes both the winegrower and beer manufacturer jointly responsible for compliance with alcoholic beverage laws and any violations occurring in the shared area.

Creates an exception to existing law that prohibits licensees from having alcoholic beverages other than those authorized under their specific license on their premises.
