Eliminates the requirement that each Senate district be comprised of two adjacent Assembly districts and that each Board of Equalization district be comprised of 10 adjacent Senate districts.

Requires the Citizens Redistricting Commission to establish eight geographical regions, each containing exactly five Senate districts, for a total of 40 Senate districts statewide.

Specifies the counties that comprise each of the eight regions: North Coast, Northern California, Bay-Delta, Central Valley, Central Coast, Los Angeles, Inland Empire, and South Coast.

Maintains existing redistricting criteria including compliance with the U.S. Constitution and Voting Rights Act, geographic contiguity, respect for communities of interest, and geographic compactness.

Requires a two-thirds vote of both legislative houses to propose this constitutional amendment to California voters.
