Requires the Office of the President of the University of California to submit annual written reports by October 1 detailing receipts and expenditures for the preceding fiscal year to the regents, Governor, and Legislature.

Adds the Chancellor of the California Community Colleges as a voting ex officio member of the Board of Regents and changes the University of California President from voting to nonvoting ex officio member status.

Prohibits regents appointed before March 4, 2020, from serving additional terms after that date, and reduces terms for future appointees from 12 years to 4 years, with limited exceptions.

Creates five new 2-year positions on the Board of Regents filled by faculty, graduate students, undergraduate students, and classified employees, with appointments beginning March 1, 2020, 2021, and 2022.

Caps compensation at $200,000 per year for all university officers and employees except faculty members, requiring any higher compensation to be approved by public vote of the regents.
