Requires voter approval by majority vote before the Legislature can impose, increase, or extend any tax on gasoline, diesel fuel, or vehicle operation privileges on public highways

Establishes January 1, 2017 as the baseline date for motor vehicle fuel and vehicle operation tax rates

Any tax increases on motor vehicle fuels or vehicle operation enacted after January 1, 2017 would cease to be imposed unless approved by voters

Proposes an amendment to the California Constitution by adding Section 3.5 to Article XIII A

Requires two-thirds vote of the Legislature to place the measure on the ballot for voter consideration
