Designates a portion of State Highway 198 in Tulare County, extending from Salt Creek Road (postmile marker 41.226) to Sequoia National Park's end, as the Colonel Charles Young Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signs displaying this special designation.

Authorizes the Department of Transportation to erect the signs upon receiving donations from nonstate sources sufficient to cover all costs.

Honors Colonel Charles Young, the first African American colonel in the U.S. Army and the first black superintendent of a national park, who served as acting superintendent of Sequoia and General Grant National Parks in 1903.
