Designates a portion of southbound Interstate 5 in Orange County, from post mile 44.382 (near the Los Angeles County boundary) to the eastbound State Route 91 exit at post mile 42.671, as the Colonel Young Oak Kim, United States Army, Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signage for this special designation and erect signs upon receiving donations from nonstate sources to cover the costs.

Honors Colonel Young Oak Kim's military service during World War II with the 100th Infantry Battalion and 442nd Regimental Combat Team, and his service as the first minority officer to command an army battalion during the Korean War in 1951.

Recognizes Colonel Kim's extensive post-military community service in southern California, including founding KHEIR, helping establish multiple Asian American service centers through United Way, and supporting Japanese American veterans' organizations.
