Acknowledges that as many as one in four Californians have a criminal record due to mass incarceration policies emphasizing punishment over rehabilitation

Notes that 60% of formerly incarcerated individuals remain unemployed one year after release, and those employed earn 40% less than those without criminal records

Recognizes Proposition 47 (2014) and related legislation that reduced certain nonviolent offenses to misdemeanors and created processes for removing felony convictions from records

Commends Californians for Safety and Justice for supporting system-impacted communities and promotes Summer of Second Chances events including access to free RAP sheets and employment support
