Designates the portion of State Highway Route 152 running through Los Banos from the entrance of Merced College's Los Banos Campus to San Luis Street in Merced County as the Joe Cox Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signs for this special designation and erect them upon receiving donations from nonstate sources covering that cost.

Honors Joe Cox, a longtime educator and community leader in Los Banos who served as a teacher, principal, and chair of the Los Banos Unified School District, and who died in a car crash on Highway 152 on January 22, 2018.

Recognizes Cox's military service as a Navy submarine operator in World War II and as a destroyer crew member during the Korean War, and his extensive post-retirement involvement in civic organizations.
