Designates the North Arroyo Boulevard Overcrossing in Pasadena as the Arroyo Seco Victims Memorial Overcrossing to honor six workers killed in the Foothill Bridge collapse on October 17, 1972.

The six victims were Jesus Jose Quinonos, Richard Calleros, Frank Scharf, Robert Queenan, Hector Delgado Gonzalez, and James Glass.

The bridge collapse occurred at approximately 1:30 p.m. when faulty scaffolding failed during concrete pouring operations, with three workers crushed under concrete and three others killed by falling materials from 100 feet high.

Requests the Department of Transportation to determine the cost of appropriate signs displaying the memorial designation and, upon receiving donations from nonstate sources to cover costs, to erect those signs.

21 additional workers were seriously injured in the collapse, with rescue efforts involving 500 rescue workers and personnel from nearby cities and Los Angeles County.
