Honors the millions of victims of the man-made Ukrainian Famine (Holodomor) of 1932–1933, which caused at least 5 million deaths in Ukraine and an estimated 1–2 million deaths in other Soviet regions.

Designates November 24, 2018, as Holodomor Remembrance Day in California and encourages citizens, educators, businesses, and public institutions to observe the day with appropriate commemorative activities.

Acknowledges that California is home to the third largest Ukrainian American population in the United States and recognizes their contributions to the state's agriculture, business, academia, government, and arts.

Notes that a memorial to victims of the famine was erected in Washington, D.C., and dedicated on November 7, 2015, and that the U.S. Commission on the Ukraine Famine concluded victims were "starved to death in a man-made famine."
