Mandates that all savings from developmental center closures be allocated through regular budgeting processes specifically for support of individuals with developmental disabilities, including programs, services, and providers enabling independent community living.

Notes that existing law requires closure of three remaining developmental centers by 2021, with the Legislative Analyst's Office estimating 534 developmental center residents will transition to community services during this period.
