Affirms California's comprehensive cannabis regulation system established through Proposition 215 (1996, medical), Senate Bill 420 (2003), Senate Bill 1449 (2010), the Medical Cannabis Regulation and Safety Act (2015), and Proposition 64 (2016, adult use).

Emphasizes California's strict oversight including prohibitions on sales to minors, supply chain tracking, product testing and regulation, and licensing of cannabis businesses.

Requests United States Attorneys clarify their enforcement intentions and redirect resources from cannabis toward combating the opioid crisis, which claims 91 American lives daily.

Directs the California Assembly to transmit the resolution to the President and California's Congressional delegation.
