Urges Congress to acknowledge labor shortages in California's agricultural industry as a structural economic problem that cannot be solved by recruiting American-born workers.

Requests that states be granted the authority to declare labor shortage crises with federal processes similar to disaster area declarations that trigger emergency relief assistance.

Identifies agricultural labor shortages as a threat to national food security, given that California produces 12.5 percent of total U.S. agricultural production and two-thirds of the nation's nuts and fruits.

Notes that 60 percent of California crop workers are undocumented and that tightening border controls have slowed farmworker arrivals, resulting in higher production costs for farmers.

Directs the Chief Clerk of the Assembly to transmit the resolution to the President, Vice President, Speaker of the House, and all California members of Congress.
