Requests Congress to repeal the Government Pension Offset and Windfall Elimination Provision from the Social Security Act.

Identifies that these two provisions, enacted over 30 years ago, reduce or eliminate Social Security benefits for more than 300,000 California retirees, particularly public school teachers, peace officers, and firefighters not covered by Social Security.

Notes the Government Pension Offset eliminates spousal and survivor benefits and reduces Social Security by two-thirds of any yearly pension cost-of-living increase.

States the Windfall Elimination Provision cuts earned Social Security benefits from work separate from government employment and undermines the progressive benefit formula that provides higher rates for low-income workers.

Directs the California Legislature to transmit copies of this resolution to the President, Congress, and California's federal representatives.
