Affirms the Legislature's support for science-based action to conserve, protect, and manage California's coastal and ocean ecosystems in response to climate change, ocean acidification, hypoxia, and other changing ocean conditions.

Highlights California's ocean economy worth nearly $45 billion, employing over half a million people, with commercial fishing industries generating more than $135 million in wages and $350 million in GDP in 2015.

Notes sea level rise threatens over 200,000 coastal residents during typical 100-year storms and will disproportionately impact disadvantaged and low-income communities through job losses and housing impacts.

Urges federal and state entities to promote environmental justice, support natural infrastructure and resilience projects, fund coastal community adaptation programs, and maintain California's global leadership in combating ocean acidification through partnerships like the International Alliance to Combat Ocean Acidification.

Directs transmission of the resolution to the President, Congress members, Secretary of Interior, Secretary of Commerce, NOAA Administrator, and California state agencies for appropriate distribution.
