Urges President Donald J. Trump to rescind three Executive orders issued on May 25, 2018, that restrict federal employees' representation, collective bargaining, and due process rights

States that the Executive orders harm federal employees by targeting union representation, restricting use of official time for employee representation, and unlawfully limiting collective bargaining subjects

Notes that approximately 140,000 Californians work in the federal government, including more than 30 percent who are veterans, and work in critical roles including veteran care, social security processing, and safety enforcement

Asserts that the Executive orders strip federal employees of rights granted under the Civil Service Reform Act of 1978 and will create inefficiencies in federal agency operations

Requires the Chief Clerk of the Assembly to transmit copies of the resolution to the President, Vice President, Congressional leadership, and California's federal delegation
