Calls for all court-related professionals in family law matters to receive trauma-informed training in recognizing and understanding domestic violence and child abuse.

Requires court reporters to record all hearings in domestic violence and contested custody cases, with access to records for all litigants.

Establishes that child safety should have priority over all other considerations in custody and visitation decisions when a child witnesses domestic violence or is injured or abused.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the California Supreme Court, the Judicial Council, and the author.
