Establishes a Plug-In Electric Vehicle Driver Bill of Rights addressing consumer purchase, charging, and ownership experiences for EV drivers in California.

Guarantees EV buyers access to informed purchasing experiences, accurate battery capacity information (within 1 kilowatt hour or five percent of original capacity), and correct range comparisons for new and used vehicles.

Secures EV drivers' rights to access robust public charging networks at transportation hubs, destination centers, and highway corridors, plus the ability to install charging stations at home regardless of housing type (apartments, condos, mobile homes, rent-controlled units).

Requires public and workplace charging stations to display total costs upfront (including all fees and penalties), accept credit cards or mobile payments, and charge prices proportional to charging speed; guarantees off-peak utility rates for home charging.

Directs all state agencies to incorporate the EV Driver Bill of Rights into their policy frameworks and requires proper signage, maintenance standards, and etiquette guidelines at charging stations.
