Establishes state policy requiring 100% of California's electricity from renewable and zero-carbon resources by December 31, 2045, with interim targets of 50% by 2026 and 60% by 2030.

Accelerates renewable energy procurement requirements for retail sellers and local utilities to achieve 44% by December 31, 2024, 52% by December 31, 2027, and 60% by December 31, 2030.

Limits hydroelectric generation exemption for local utilities to large hydroelectric facilities and reduces exemption threshold from 50% to 40% of retail sales.

Requires the Public Utilities Commission, State Energy Resources Conservation and Development Commission, and State Air Resources Board to ensure zero-carbon transition does not increase greenhouse gas emissions elsewhere in the western grid and to issue joint reports to the Legislature by January 1, 2021, and every four years thereafter.

Mandates state agencies incorporate the 100% clean energy policy into all relevant planning while maintaining electric system reliability, preventing unreasonable rate impacts, and ensuring equitable emission reductions across sectors.
