Mental Health Services Oversight and Accountability Commission must establish priorities for prevention and early intervention (PEI) funds by January 1, 2020, including childhood trauma intervention, early psychosis detection, youth outreach, culturally competent services, and older adult mental health strategies.

Commission must develop a statewide monitoring strategy by January 1, 2020, that includes metrics to assess effectiveness of PEI fund usage and outcomes, with technical assistance and evaluation support for implementation.

County mental health plans must allocate PEI funds according to commission-established priorities, with option to include additional programs if the plan describes why those programs are included and provides effectiveness metrics.

Counties may act jointly to meet requirements, and commission must review and approve plans that meet specified requirements.

Bill establishes that provisions further the intent of the Mental Health Services Act and requires state reimbursement to local agencies for any mandated costs per existing statutory procedures.
