Expands the definition of "expenses incurred in relocating" under the California Victim Compensation Board to include pet deposits and additional rent required if a victim has a pet, up to the $2,000 maximum relocation reimbursement.

Adds temporary pet housing costs to eligible relocation expenses, limited to three days of pet boarding at a maximum of $40 per day for all of the victim's pets.

Requires the Victim Compensation Board to be named as the recipient of pet deposits (in addition to security deposits) to receive funds upon expiration of the victim's rental agreement.

Applies to victims whose relocation is determined necessary for personal safety by law enforcement or for emotional well-being by a mental health treatment provider.

Contains multiple operative sections designed to coordinate with Assembly Bills 900, 1865, and 1939 to avoid conflicting amendments to Government Code Section 13957.
