Repeals and recasts Government Code Section 15845 to eliminate the requirement for three separate accounts (construction, revenue, and sinking fund) within the Public Buildings Construction Fund and instead allows flexible subfunds and accounts as needed for board operations.

Creates a new Expense Account within the Public Buildings Construction Fund to receive additional rental payments from leases and other non-bond proceeds, with continuous appropriation to the board for administrative expenses and implementation costs.

Modifies provisions governing revenues and rentals from public buildings to allow remaining revenues after principal and interest payments to be applied to any lawful purpose as determined by the board and permitted in applicable agreements.

Requires the State Air Resources Board's report on partial consent decree implementation to include an evaluation of how the investment plan for emissions-related settlements impacts charging infrastructure market competitiveness.

Declares the bill effective immediately as a budget-related appropriation bill.
