Requires counties that establish homeless adult and family multidisciplinary personnel teams to allow cities within the county to participate if requested, unless participation would hinder compliance or conflict with county goals.

Authorizes team members from mental health, law enforcement, legal, medical, social services, veterans services, domestic violence organizations, schools, and housing agencies to share confidential information to facilitate identification and linkage of homeless individuals to housing and supportive services.

Mandates counties develop and post protocols on their websites within 30 days that govern information sharing, including data elements shared, participating agencies, retention schedules, security safeguards, and confidentiality requirements.

Establishes that all team members receiving information must maintain the same privacy and confidentiality obligations as the original information holder, with existing civil and criminal penalties applying to improper disclosure.

Specifies that discussions and information exchanges during team meetings are confidential and testimony about those discussions is inadmissible in criminal, civil, or juvenile court proceedings.
