Applies all federal Clean Air Act prohibitions on class I and class II ozone-depleting substances and their substitutes to California, with the State Air Resources Board authorized to modify deadlines, prohibit certain substitutes, and create lists of approved alternatives if they reduce risk to human health or environment.

Establishes January 1, 2022 deadline for prohibiting most residential refrigeration products using prohibited refrigerants, and January 1, 2023 deadline for built-in residential refrigeration products.

Creates the Fluorinated Gases Emission Reduction Incentive Program administered by the State Air Resources Board to promote adoption of low-global-warming-potential refrigerants, funded through the Greenhouse Gas Reduction Fund.

Requires the Public Utilities Commission to develop strategies for including low-GWP refrigerants in energy efficiency programs, and directs the State Energy Resources Conservation and Development Commission and Department of Community Services and Development to assess low-GWP alternatives.

Directs all civil penalties collected for violations to be deposited in the Air Pollution Control Fund rather than the General Fund.
