SB 1014 Summary

• Establishes the California Clean Miles Standard and Incentive Program requiring the State Air Resources Board to set a greenhouse gas emissions baseline for transportation network companies (ride-hailing services) by January 1, 2020, measured on a per-passenger-mile basis using 2018 as the baseline year.

• Requires the State Air Resources Board to adopt annual reduction targets and goals beginning in 2023 by January 1, 2021, consistent with Executive Order B-48-18 and the Zero-Emission Vehicle Action Plan, with annual goals for increasing passenger-miles using zero-emission vehicles.

• Mandates each transportation network company to develop and submit a greenhouse gas emissions reduction plan by January 1, 2022, and every two years thereafter, detailing proposals to meet established targets through increased zero-emission vehicle adoption and usage.

• Directs the Public Utilities Commission to ensure the program minimizes negative impacts on low-income and moderate-income drivers, supports clean mobility goals, and coordinates with state funding programs for zero-emission vehicle adoption and charging infrastructure.

• Applies to all transportation providers regulated by the Public Utilities Commission offering prearranged transportation services through online platforms, including autonomous vehicles and new ridesharing technologies.
