CA SB1015

Establishes the Natural Resources Climate Resiliency Program developed and implemented by the Wildlife Conservation Board in coordination with participating state conservancies to plan and implement projects that increase climate resiliency of natural systems, working lands, and wildlife habitat.

Creates the Natural Resources Climate Change Resiliency Fund to receive moneys from the Greenhouse Gas Reduction Fund, bonds, settlements, and other revenue sources approved in the annual Budget Act.

Requires the Wildlife Conservation Board and participating conservancies to develop by June 30, 2019 a joint allocation schedule for distributing fund moneys based on geographical scope, population, visitor population, and regional vulnerability to climate change impacts.

Mandates that a portion of fund moneys be allocated to projects in disadvantaged communities and low-income communities as defined in Health and Safety Code sections 39711 and 39713.

Requires the board and conservancies to develop criteria, guidelines, and climate resiliency plans by January 1, 2020 that prioritize projects providing cobenefits such as job creation, recreation, public health improvement, community engagement, social equity, and tribal resource protection.
