CA SB1018

Authorizes local jurisdictions to establish independent, hybrid, or advisory redistricting commissions by resolution, ordinance, or charter amendment to change or recommend changes to legislative district boundaries.

Expands definition of "local jurisdiction" and "legislative body" to include school districts, community college districts, and special districts in addition to counties and general law cities.

Strengthens restrictions on independent and hybrid commission members by prohibiting direct appointment by legislative bodies or elected officials and reducing post-service restrictions to 2 years for accepting local office appointments and 5 years for candidacy (except where district boundaries at issue were adopted by that member's commission).

Prohibits legislative bodies and commissions from altering adopted district boundaries until after the next federal decennial census unless invalidated by court order.

Allows non-county local jurisdictions to contract with county independent redistricting commissions to adopt their district boundaries, with required public hearings in the local jurisdiction.
